Do online petitions work?

I'm trying to find out if online petitions that target African policy makers work. I'm thinking more of the viral e-mail campaigns where petitioners seek change by amassing signatures on some critical action and asking politicians to act on the action.

Does anyone have any research or anectodal evidence on how effective this is?
